Police are allowed to search cars. However, they first need probable cause that a crime has been or is being committed and that vehicle search will yield proof.
Refusing to answer police questions, or even being belligerent, cannot be the basis for probable cause though.

That ‘open the window’, is to open the window a crack, maybe a half an inch, enough that you can hand him your ID if requested. Just about after that, you have no requirement to answer any other question.
